}Regulation (EU) 2025/40 is now a common, directly applicable framework for the packaging life cycle: sustainability, labelling, waste prevention, reuse and EPR. At the same time, the transitional provisions retain the validity of certain previous requirements for specified periods. For businesses, this does not mean that national registries and systems disappeared on August 12th. Practical obligations continue to be implemented through country-specific processes, and individual provisions of the PPWR come into effect on different dates. The SMBF monitors European regulation and national implementation separately.
The general scope includes items intended to house, protect, handle, deliver or present goods. The definition depends not only on the material, but also on the function, design and how the item is offered to the user. Therefore, a cardboard box, glass jar, film, filler, label or package is analyzed by more than one list of names. SMBF keeps packaging function and material separate and leaves questionable items for review instead of automatic inclusion or exclusion. Sales packaging contains or represents a single item of goods, grouped packaging combines several units, and transport packaging facilitates transportation. These levels are also known as primary, secondary and tertiary, but the national reporting category is kept separately.
Typically yes, as long as these materials are added to ship the item to the buyer and posted on the appropriate marketplace. This may include the shipping box, envelope, paper or plastic padding, tape, label and security features. SMBF separates the product packaging from the shipment packaging. For a shared shipping box, the weight is distributed between orders according to a fixed rule, so that one box does not have to be counted several times and the calculation can be repeated.
A Packaging Bill of Materials is a version of a packaging SKU or shipping script. It stores component, material, mass, function, data source and validity period. For example, for one product there may be a can, a lid, a label, a box, and a shipping filler. Versioning is needed so that the report for the previous period does not change after changing the box or supplier. Each calculation line is associated with the BOM that was in effect at the time of the corresponding sale.
