Under the current PPWR rule, an EU company selling packaged products directly to end users in Austria must appoint an EPR authorised representative there. Austrian law requires a local AR for foreign distance sales to private end users. A pending EU proposal may suspend the EU cross-border rule, but it has not changed current law.
Country brief
Packaging EPR in Austria
Austria uses national registration and operational processes, including the EDM environment. A foreign distance seller may need an Austrian authorised representative, depending on its establishment, sales route, recipient, and packaging activity.

- General information

PPWR still requires annual packaging data below 10 tonnes; the dataset is simplified rather than exempt, and a Member State can set a lower simplification limit or require quarterly reporting. No general mass exemption was found. Direct Annex 3 reports, where applicable, are annual by 31 March.
Austria is in a PPWR transition. BMLUK states that compatible parts of the Packaging Ordinance 2014 and existing reporting continue until national amendments are adopted. Treat the current route as transitional, not as the final post-PPWR design.[1]
Legal requirements
What the national route may require.
This is general information based on the official sources linked below. The answer still depends on the legal entity, transaction, recipient, packaging stream, and rule in force.
Businesses placing household or commercial packaging on the Austrian market generally participate in an approved collection and recovery system; contributions depend on material and weight.[2][4]
A foreign distance seller without an Austrian establishment or branch that supplies packaged goods directly to private end users must use an Austrian packaging representative for the applicable route.[3][5]
The representative must be established in Austria, hold the required mandate, and use the relevant EDM or ZAReg process. Registration, system participation, reporting, and the mandate are separate actions.[3][6]

- 03Set up and report
Coordinate the system, EDM records, data, and evidence required for the relevant period.
What smbf.me can help with
Service scope for Austria.
smbf.me can review the Austrian distance-selling scenario and prepare a country plan and data checklist. Registration, representative, scheme, or filing support is confirmed only after the EDM route, provider entity, mandate, and service scope have been verified.
- Country workspace and source map for Austria
- Obligation review from your entity, sales, and packaging facts
- Report data and evidence pack after the route is confirmed
- Registration, AR, scheme, or filing support scoped case by case
These are service boundaries, not a legal conclusion. The local authority, register, scheme, AR, or filing recipient decides acceptance.

Common questions
Packaging EPR in Austria
Is every foreign seller required to appoint a representative?
No universal answer should be assumed. Establishment, direct selling, recipient type, and the current transition rules all need to be checked.
Does EDM registration replace a scheme agreement?
Not automatically. Registration, system participation, representation, and reporting are separate steps.
Is the current Austrian route final under PPWR?
No. Official guidance describes a transition while national rules are being amended.
