Under the current PPWR rule, an EU company selling packaged products directly to end users in Estonia must appoint an EPR authorised representative there. Estonian law requires a packaging undertaking established outside Estonia to appoint a local AR. A pending EU proposal may suspend the EU cross-border rule, but it has not changed current law.
Country brief
Packaging EPR in Estonia
Estonian packaging obligations run through PAKIS/Pakendiregister, with producer responsibility organisation reporting and possible excise obligations.
- Official sources checked 13 September 2026
- General information

PPWR still requires annual packaging data below 10 tonnes; the dataset is simplified rather than exempt, and a Member State can set a lower simplification limit or require quarterly reporting. The 20-tonne line triggers an audit; it does not remove annual packaging records or reporting below that level.
