Packaging EPR in Finland

Seller established outside the EUAR or direct PRO route

Under the current PPWR rule, an EU company selling packaged products directly to end users in Finland must appoint an EPR authorised representative there. Current Finnish rules let a third-country seller appoint an AR or fulfil the route directly through a producer organisation. A pending EU proposal may suspend the EU cross-border rule, but it has not changed current law.

PPWR still requires annual packaging data below 10 tonnes; the dataset is simplified rather than exempt, and a Member State can set a lower simplification limit or require quarterly reporting. The former €1 million turnover exclusion has been removed. Statutory authority data is annual, normally through a PRO.

A foreign distance seller must join a producer organisation or appoint a Finland-established authorised representative; mandate formalities were not found.[EU][1]
