Romanian packaging obligations run through AFM environmental-fund declarations and an OIREP contract; no national packaging register or statutory AR route was found.

Under the current PPWR rule, an EU company selling packaged products directly to end users in Romania must appoint an EPR authorised representative there. A distinct mandatory third-country packaging AR route was not confirmed in the current Romanian material. A pending EU proposal may suspend the EU cross-border rule, but it has not changed current law.
