PPWR still requires annual packaging data below 10 tonnes; the dataset is simplified rather than exempt, and a Member State can set a lower simplification limit or require quarterly reporting. No general national packaging-volume exemption was confirmed. The current RPP report is annual.

The producer or its representative registers in the RPP packaging section and identifies the relevant household, commercial, or industrial packaging and its applicable system.[1][2]
A foreign operator that is the producer for a direct supply to a Spanish end user must appoint a Spain-established authorised representative. Confirm the responsible producer separately for the periods before and after 12 August 2026.[1][2]
The national register number follows the official ENV format and is used in specified commercial documents.[1]
Annual national-register data is normally due by 31 March. This is separate from any system declaration or payment date, and the simplified route is not an exemption.[1][2]
