Packaging EPR in Ireland

Irish packaging rules apply to all producers, with extra duties for a major producer that exceeds 10 tonnes of packaging in a year and has annual turnover above €1 million. Major producers must use an approved body; Repak is the approved packaging scheme. PPWR reporting and cross-border representative duties must be checked separately from that national threshold.

Under the current PPWR rule, an EU company selling packaged products directly to end users in Ireland must appoint an EPR authorised representative there. A general mandatory Irish packaging AR for a third-country direct seller was not confirmed. A pending EU proposal may suspend the EU cross-border rule, but it has not changed current law.

PPWR still requires annual packaging data below 10 tonnes; the dataset is simplified rather than exempt, and a Member State can set a lower simplification limit or require quarterly reporting. Ireland's more-than-10-tonnes and more-than-€1-million test adds major-producer duties; it is not a PPWR exemption.
